Veerabhadra Rao, a resident of Guntur District, Andhra Pradesh, attended a meeting at Guntur Gandhi Park on 13 August 1942 at 6 pm. The meeting was held to protest against the arrests of the Indian National Congress leaders for their Quit India Resolution. While the crowd gathered and listened to the radio news, some individuals threw stones on the roadside from the park, which enraged the police. The police then opened fire on the assembled protesters, and Rao was hit by a bullet. He sustained injuries and later succumbed to them.
