He was a lawyer, writer, and historian from Vijayawada, Andhra Pradesh, contributed to the Indian Independence Movement both as a professional and as a Congress volunteer. He translated several Congress circulars into Telugu, and also created formats for collecting economic information about villages. In 1930, Siva Rao was charged with sedition, but he won the case on the grounds that there was no permission from the Governor in Council for his arrest. A second case was filed against him in 1931, but it was later withdrawn as part of the Gandhi-Irwin pact.
During the Salt Satyagraha, Siva Rao offered his legal services to many Congress volunteers who were arrested and produced in court. He passed away by 3 October 1992, Bhopal, Madhya Pradesh, India.
